MO54 COMMENCEMENT CONFIRMED — 1 SEPTEMBER 2026
AMSA has confirmed via the Coastal Pilotage Meeting (Cairns, May 2026) that MO54 commences 1 September 2026. Draft MO54 260130A is the operative version. Transitional provisions ss.31-33 protect all existing licences and current trainees. Strait Point CBPTC is the only independently approved training course ready for commencement. Action: nil — Strait Point protected and prepared.
AMSA // REGULATORY DISPUTE
REGULATORY
SIMULATOR EQUIVALENCY DECISION PENDING
Strait Point formal position submitted to AMSA: Morild VR on Meta Quest 3 provides equivalent training outcomes to GBRIMC Kongsberg under Sch.3 Cl.2(3) MO54. AMSA has not produced a DNV Class A certificate for the Kongsberg. Escalation options available: AMSA complaints mechanism, Commonwealth Ombudsman, Office of Impact Analysis, responsible Minister. No adverse decision received to date. Action: monitor — respond if adverse ruling received.

COMPETITOR
AURIGA OPPOSING ALTERNATE PATHWAY AT AMSA CONSULTATIONS
Perry (incumbent reef pilot company representative) attended Cairns Coastal Pilotage Meeting May 2026 with strong opposition to alternate pathways and the September 2026 deadline. Identified as competition-limiting behaviour. Strait Point AMPT approval is already granted and protected. Auriga cannot retroactively block an existing approval. Action: maintain regulatory engagement, document all opposition for potential escalation.

MSQ FITNESS STANDARDS CONVERGENCE — BD OPPORTUNITY
MSQ fitness standards for Queensland port pilots converging with MO54 framework from July 2026. Strait Point BD strategy SP-BD-MSQ-2026 covers: check pilot assessments, PAER preparation, mentor pilot movements, relief cover, and navigation audits. MSQ Regional Harbour Master dinner completed. ED letter SP-MSQ-L001-2026 in preparation for dispatch by 6 June 2026. Action: dispatch ED letter on schedule.
REGULATORY // MENTOR PILOT
REGULATORYAMBIGUOUS
MENTOR PILOT ROLE UNDEFINED IN DRAFT MO54
AMSA contact Rezwan has referenced a mentor pilot role in verbal communications. This role does not appear anywhere in draft MO54 260130A, the South Maritime Solutions Review, or the AMSA trainee workbook. Strait Point has formally escalated this ambiguity. Until defined in the Marine Order, the mentor pilot role has no binding regulatory force. Action: continue monitoring — maintain written record of all AMSA verbal communications on this topic.
